it was decided that Mr. C. H. Gale, the most Senior Officer
for promotion, who was then on his maximum salary of
$3,600, the equivalent of £540, should be allowed to draw
a sterling salary of £600. It has, however, been brought
to my notice that Mr. Gale was wrongly given to understand,
shortly before he went on leave, that the above quoted
dollar salary was personal to Mr. Boulton and Mr. Tooker,
the two Senior Executive Engineers, and it would seem
probable that it was on this understanding that he asked
for a sterling salary.
This being the case I would recom-
-mend that he should be allowed to revert to a dollar
salary and to succeed Mr. Boulton upon the latter's present
rate of salary.

If Your Lordship considers this
step to be inadvisable, I propose to create the first of
the four First Grade Executive Engineer Posts, with a
salary of £600 rising to £690 per annum by triennial in-
-crements of £30, which were suggested by Sir M. Nathan
in a minute, dated the 5th, June last, addressed to Mr.
Fiddes, and to offer this post to Mr. Gale upon a commenc-
-ing salary of £630.
